Support for companies in the Lublin Voivodeship – a preferential loan with the possibility of up to 50% debt forgiveness

The energy efficiency loan for micro and small enterprises is an instrument funded under the European Funds for Lubelskie 2021–2027 regional program, provided directly by Bank Gospodarstwa Krajowego. The loan is available to micro and small enterprises, as well as commercial law companies in which the majority of shares or stocks are held by local government units or their associations. A condition for eligibility is having a registered office, branch, or permanent place of business in the Lubelskie Voivodeship no later than the date of signing the loan agreement.

Funds obtained from the loan can be used for, among other things:

  • comprehensive building thermal modernization (reducing heat loss, modernizing internal building installations) along with the installation of renewable energy sources,
  • energy recovery, including the use of waste heat from industrial processes,
  • modernization of production lines and technological installations for energy efficiency,
  • replacement of inefficient heat sources based on solid fuels, low-emission solutions, or renewable energy sources (excluding single-family housing).

Financing terms

The loan amount can be up to PLN 15 million and cover up to 100% of eligible investment costs . The interest rate, which is more favorable than market rates, is 1.5%* or 2% per annum and remains fixed throughout the entire repayment period, which can last up to 180 months. Additionally, if the company needs time to implement the investment, a principal repayment grace period of up to 12 months is available.

One of the most significant benefits of the loan is the possibility of partial principal forgiveness. The amount of forgiveness depends on the level of primary energy savings achieved through the investment (relative to the baseline). The greater the energy efficiency of the project, the higher the forgiveness value:

  • 30.00% - 40.00% allows for forgiveness of 15% of the loan principal,
  • 40.01 - 50.00% allows for a write-off of 30% of the loan principal,
  • 50.01 - 60.00% allows for a write-off of 40% of the loan principal,
  • above 60.01% allows for a write-off of 50% of the loan principal.

A mandatory requirement when applying for the loan is achieving a minimum of 30% primary energy savings. Below this threshold, investment-related expenses are considered ineligible (with the exception of historic buildings or those under conservation protection).

* 1.5% for investments implemented in areas with the highest dust concentrations.

What is needed to submit an application?

The starting point is preparing an energy audit or an energy efficiency audit, which justifies the planned investments and allows for the estimation of primary energy savings. The audit is a mandatory document. Financing can only cover the part of the investment that, as of the date the loan is granted, is not yet physically completed and fully implemented. Although the primary security for repayment is a blank promissory note, depending on the nature of the investment, it may be supplemented by additional forms, such as a mortgage or a guarantee.
