Learn about PPWR

PPWR ( Packaging and Packaging Waste Regulation) is a regulation that defines packaging design principles, the required level of recycled content and criteria for packaging recyclability. The regulation applies to all entitiesthat place packaging on the market or use it, although the most significant requirements fall on material suppliers and packaging manufacturers. They are responsible for meeting the technical packaging requirements outlined in the PPWR regulation. Additionally, the manufacturer is responsible for carrying out compliance procedures and drafting a declaration of conformity.

Technical requirements apply to including: material composition, permissible content of harmful substances, ensuring the recyclability of individual components, minimizing packaging weight and volume, as well as labeling requirements and environmental declarations.

The obligations that the PPWR regulation places on entities will be phased in gradually. Even at the outset of the regulation's entry into force, an analysis is necessary to identify which obligations will apply to a given organization depending on its role in the packaging value chain. This means the need for an initial mapping of future regulatory requirements and the identification of risk areas and potential compliance gaps. The most important stages are presented below.

2025

  • Formal entry into force of the regulation.

2026

  • Coming into force of obligations, including, for example, limits on PFAS substances in food contact packaging.  
  • Adoption by the European Commission of implementing acts concerning harmonized labels, methodology for determining packaging material composition, and waste container labeling methods.

2027

  • Implementation of a penalty system for non-compliance with the regulation's requirements.
  • Preparation of delegated acts concerning reuse, packaging formats, and digital identification systems.

2028

  • Industrial composting obligations and initial labeling requirements come into effect.
  • Implementing principles for reducing empty space and designing packaging for recyclability.
  • Expansion of reporting obligations and requirements for reuse systems.

2030

  • Introduction of mandatory packaging design for recyclability in specific categories.
  • Introduction of minimum recycled content in plastic packaging.
  • Development of reuse and refill systems, and introduction of the requirement to reduce empty space in packaging.

2032-2034

  • Review and tightening of recycling targets.
  • Update of restrictions and requirements related to PPWR.

2035

  • Introduction of the requirement for all packaging to be recyclable, considering large-scale recycling.
  • Introduction of targets for packaging waste reduction.
  • Tightening of requirements for design and collection systems.

2038

  • Permitting packaging production only within specific recycling classes.
  • Further tightening of requirements for separate collection and recycling.

2040

  • Further increase in requirements regarding recycled content in plastic packaging.
  • Expansion of obligations for reusable packaging.
